Abstract

As outlined in the LongTerm Development Plan (RPJP) of Sinjai Regency for the years 2015-2025, as well as governed by the Regulation of the Minister of Environment and Forestry in 2012 regarding Facilities and Infrastructure in Tahura Nature Tourism. The construction of the campsite in Abdul Latif Grand Forest Park area is legally sound, but its development encountered dichotomy due to the opposition of indigenous people and environmental activists. They argue that the campsite will harm the local values, where the forest holds a sacred position. Ecologically, this development would alter the natural structure, result in deforestation, increase the risk of landslides, and disrupt access to water for both plantation land and community agriculture. The rejection of this proposal is further supported not only due to the area's status as a protected forest but also considering the presence of the endemic Anoa animal. This study adopts a case study approach to provide a comprehensive understanding of the events under investigation. The research has determined that the conflict between the government and the indigenous community is a result of the mismatch between current policies and the values that should be upheld. This, combined with insufficient communication between the local government, as the enforcer, and the various layers of society, including the indigenous community and environmental activists, is the root cause of the problem.
