Abstract

Kawasan Asia Tenggara merupakan rumah bagi 5 negara yang masuk kedalam daftar 10 besar negara penghasil sampah laut terbesar di dunia. Meskipun ASEAN semenjak tahun 2017 telah bersepakat untuk menjadikan sampah laut sebagai isu yang krusial untuk diselesaikan, data menunjukan belum ada perubahan yang berarti dari kerjasama tersebut. Hal ini menimbulkan pertanyaan mengapa kesepakatan yang dihasilkan tidak merubah keadaan yang ada. Tujuan penelitian ini adalah untuk mengetahui alasan persistensinya isu ini di kawasan ASEAN melal ui kerangka analisa Regional Environmental Security Complex menurut Geun Lee. Metode yang digunakan dalam penelitian ini adalah metode penelitian kualitatif. Hasil penelitian menunjukan bahwa alasan persistensinya isu sampah laut meskipun telah ada kesepakatan dalam bentuk rezim kawasan di bawah organisasi ASEAN disebabkan karena institutional design yang lemah serta political will dari negara anggotanya yang masih ambigu
